CIP Kansas City Water Supply Transmission Main, Master Meter and Appurtenances Project Winter 2016:
Between December 7th, 2015 and January 12th, 2016, Anderson Survey provided City staff with Ownership and Encumbrance Reports (O & E’s) along the preliminary alignment. Larkin Lamp Rynearson staff reviewed these reports for existing waterline easements along the proposed transmission main route. Larkin staff created a table of property tracts to illustrate where existing easements are located. The table included Owner, addresses, short description of existing easements and existing waterline owners (Cass County Water Districts 6 and 10). With this information, Larkin updated the proposed tract maps to show the existing easements. Larkin continues to work with Anderson Survey to get O & E’s that were requested but not initially provided and have updated the aforementioned information as we received new O & E’s.
Larkin technical staff updated drawings on the proposed transmission main route along 211th St. and along Route J, north of 211th Street up to approximately 90% completion.
Larkin staff met with City staff on January 26th to go over the transmission main project status. Since this meeting, Larkin’s staff has been compiling information and preparing a study to analyze the best alignment for the transmission main. As a part of this process, Larkin’s staff has on multiple dates researched the Cass County Assessor’s Office and the Cass County Courthouse records in pursuit of copies of recorded easements along the route. Larkin has also been working with the Missouri Department of Transpiration to determine the right-of-way location on the west side of Route J.
Larkin’s analysis of the transmission main route began by separating the transmission main into four sections, each with two alignments. These are as follows:
· Along Route J, north of E. 211th Street
o East side of Route J versus west side
· Along Route J, south of E. 211th Street
· Along E. 211th Street, west of Route J and east of School Road
o North side of E. 211 Street versus south side
· South of Route J, along Branic Drive and 221st Street
o West and north side of the streets versus east and south side
The alignment study will examine the following items:
· Constructability aspects
· Location of existing utilities and landowner facilities
· Location and size of the City’s existing waterlines
o Determine if the new waterline should be parallel to existing, or
o Abandon existing waterlines along route and reconnect services
· Expected easement procurement issues
· Cost opinions on each alignment
· Provide alignment recommendations based upon a weighted matrix
CIP Kansas City Water Supply Transmission Main, Master Meter and Appurtenances Project February 2016:
The alignment study has been completed (see attached alignment map), and a plan of action to finalize the alignment and plans has been achieved. Anderson Survey has begun to survey the proposed alignment along the west and north side of J Hwy form 211th Street to Twin Oaks Parkway
CIP Kansas City Water Supply Transmission Main, Master Meter and Appurtenances Project Spring 2016:
City staff has issued a RFP for the 56 tracts of property that need to be appraised for the transmission main alignment. The RFP’s are due May 24th.
The engineer has completed the following: Spreadsheet excel files with two tabs (one for Highway J property owners and one for E. 211th St. property owners). The spreadsheets contain the property owners the transmission main will cross with property addresses and mailing addresses (if different than property address); and two (2) alignment map exhibits. One exhibit is an alignment sheet with the plan sheet numbers, and the second exhibit is an updated property owner map with addresses. The engineer has created an ftp site. The site will have a link to download a .pdf of the excel file, both exhibits, and the tract maps for E. 211th St. and Highway J north of E. 211th St. The link will be good for one month and City staff can share with the appraisers. The tract maps south of E. 211th are in the process, but not yet complete. The engineer would have them prepared except they need the Ownership & Encumbrance’s for this area to complete the work (The Engineer has contacted Anderson Survey for a status update.).
The Engineer has begun to put the new alignment into plan sheets, but have encountered insufficient data in a few areas on the survey. They have requested Anderson Survey to get this additional information. The Engineer has once again requested “As-Builts” for the waterlines at the Raymore tank from Kansas City, MO Water Services Department.
City staff received the final Kansas City Transmission Main Alignment Analysis report, and a preliminary Project Manual (specifications) for the Kansas City Transmission Main for Peculiar, MO.
CIP Kansas City Water Supply Transmission Main, Master Meter and Appurtenances Project June 2016:
City staff received two proposals from the advertised RFP for the 63 tracts and 56 property owners of property that need to be appraised for the transmission main alignment. City staff has selected Donohoe Appraisals to conduct the appraisals of the 63 tracts and 56 property owners of property that need to be appraised for the transmission main. The Notice to Proceed is scheduled for July 1st.

· Hydraulic analysis of water ages at Master Meter 1 and Master Meter 2 completed
· Preliminary hydraulic analysis of inflow rates and fill times of the GST completed

CIP Kansas City Water Supply Transmission Main, Master Meter and Appurtenances Project July 2016:
Easements completed for over 90% of the required easements for the City of Peculiar.
Anderson Survey had planned to get the remaining legal descriptions but ran into technical problems. Anderson is working with the Title Company on solutions. They also discovered a small piece of land on the Vision Construction that is owned by Carl and Paula Rough (it’s a driveway). They need to write a legal description for this area.
As part of the design, a new 12-inch waterline between Master Meter (MM) 1 and MM2 will be provided for the looping. Anderson Survey just completed the survey between MM1 and MM2 for this connection. We will need one easement for this waterline.
We just received two more legal descriptions from Anderson Survey this morning. That puts us at over 92% of the easements (including tract maps and legal descriptions) ready for the appraiser.
CIP Kansas City Water Supply Transmission Main, Master Meter and Appurtenances Project August 2016:
A Project progress meeting was held with City staff to review the water transmission main alignment – water main project. The engineer created two (2) new tract maps for easements. They have submitted all but one (1) legal description to Appraiser. They updated tract maps to show tree removal and water main alignment, updated plans per internal review after meeting with City, prepared SCADA specifications and provided copy to City for review. The engineer began updating plans in accordance with City staff comments from previous review meeting and contacted MoDOT to schedule meeting for permit review (have provided MoDOT several dates for meeting). The engineer prepared MDNR and US Army Corps permit.
